I (seller) was charged shipping fee even though buyer paid for it. How to get reimbursed from eBay?

Happy New Year! Hoping someone can help me so I can get reimbursed from eBay due to their error.
I noticed back in mid-December an odd charge from eBay that was deducted on my banking acct. I put it on the back burner until now since I had a lot going on...including work, holiday prep, etc. Anyway....
I (the seller), sold an item to a buyer on Dec. 13, 2024. I keep track of payments and only mail item/s when my buyer pays. I always charge buyers for shipping. My buyer paid for the item (including the shipping fee) . It was sent via USPS Ground Advantage - as noted in the listing. The item was delivered to the buyer with no problems at all.
Unfortunately, eBay deducted the shipping label cost for the item from my bank account. As noted on my eBay account, they said that "the funds (that the buyer paid) DID NOT cover a shipping label cost at the time of purchase". WHAT?! The buyer DID PAY for the shipping fee at the time of purchase. (Item was shipped in an envelope. There was no extra weight even after the fact and the measurements were correct as noted on the listing.) Buyer paid the correct shipping amount. Please also note that I never received a message within my eBay message acct. nor in my personal outside email that I was being charged this shipping fee that according to eBay the buyer did not pay. 😞
I reviewed the transaction details on my Ebay account yet again. Under the transaction breakdown and fee details, I see that the Buyer indeed DID PAY X dollars which was the item price AND X dollars for shipping and handling, AND X dollars for sales tax. Has this ever happened to you? What to do?
eBay deducted the exact same amount from my banking account (for the shipping label cost) that my buyer paid for me to ship the item to her.
How can I get reimbursed for being charged the shipping fee even though my buyer paid for it? Who to contact? Email, phone number, dept. at Ebay, ???
Still learning the ropes of selling on Ebay. This incident hasn't deterred me. Been a buyer for years, and I like selling now!

The buyer's payment for the shipping charges will be included in your Ebay payout from the sale.
You have to pay for the shipping label since you are the one shipping the item. You are "reimbursed" when you get your payout from Ebay.

Under the fee details, it shows the breakdown of what the buyer paid which includes the item price, shipping and handling (fee) and sales tax. It has been my understanding that when a buyer pays for shipping, ebay takes that shipping fee amount out BEFORE they transfer the final payout amount to the seller.
This is the only time (though I have to check my other sales) that Ebay did the payout amount to me and turned around and deducted the shipping fee AFTER the payout. That's why it threw me for a loop and I put the question out there. As said, I just started selling in 2024 so not too many sales to review. Still a learning curve.
Also, though its unrelated... after each sale, I check my net proceeds. The numbers never seem to match up in my banking account when I get the payouts. And also I'm unsure what item I received the payout for....
For example (hypothetically)....I sold 2 separate items on the same day and both are shipped out on the same day. The first item's net proceeds is $16.25. The second item's net proceed is $8.32. Combining the two amounts, I would expect to receive total payout of $24.57 in my bank account OR $16.25 for one transaction and $8.32 payout in a separate transaction. But, it seems I get $15 here, 80 cents there, $1.10 another day etc. etc. Using this example, I wonder if indeed I do get the full payout amount owed... and then when I sell (and ship) another item within a day or so and expect X dollar net payout amount, there's even further inconsistency. What's with the individual brief payouts here and there and why not be paid the full net proceeds at once) for said items? It's so frustrating to figure out. Yet, I'll keep plugging away.

I think you are confusing your Ebay shipping fees with the shipping charges the buyer pays to you through Ebay. When you sell, your Ebay fees are based on the total amount you receive from the buyer, which is the total of selling price + shipping charges buyer paid + sales tax. Ebay takes your selling fees before they transfer the payout to your selling account.
To view itemized details of your payouts, go to your payment account - https://www.ebay.com/sh/fin. Click on the payout to see the payment and deductions, like fees & the shipping label. You can click on the payment to see the buyer’s payment and the fees deducted.
