I return the products I bought but did not get the refund from the seller.

Question

I bought 12 moving boxes from the Seller. But they are not what I want to have, I had to return the 10 Boxes since I already used one of them. I paid the delivery myself with 20 euro, But the seller said that he only received 9 instant of 11.

What should I do in this case?
