I refunded an order due to "did not receive", post office found and delivered to them anyway...
despite me changing the delivery address on the missing package claim. Anyway I can get ebay to rebill this buyer for the original amount?

No, you cannot re-bill the buyer through eBay. If you and the buyer both have PayPal accounts, you can send the buyer an invoice through PayPal. You'll need to ask him for his PayPal email address.
