i received this message after my 3rd listing what does it mean? I'm just starting out

That link provided to you appears to be some kind of a scam ... as it relates to selling, I do not see ANY sold items on your account so saying you sold something is a red flag for sure.
Here is some additional helpful information.
eBay makes it very easy to sign up to sell but what they do not do a very good job of is advising you what you need to do and provide to them to get paid for your sales ... the Help page link below will assist with getting set up to receive payments for your sales to your checking account ... you will need to also provide your SSN as part of the process.
