i received an invoice from ups for $30.75 for a $30 hat I ordered from a seller in Canada.
Do I have to pay this shipping invoice to UPS for the hat I purchased from a seller in Canada?

If the carrier, UPS, is collecting and remitting Customs - Duty - Tariffs then the answer is yes, you have to pay it to obtain your item.
