I put less shipping time, my shop has 1 negative review and now I am not allowed edit/fix shipping

I didn't evaluate shipping times correctly and now I want to fix the shipping time and put more days for delivery but I have this negative review and no positive reviews and can't edit shipping! To prevent this happening again! That's crazy to not be able to fix my mistake.

What can I do? Can I contact Ebay in some way? This makes me want to close my ebay shop. Because of the wrong shipping times I put most orders are problematic...
