The eBay Money Back Guarantee over rules the sellers return policy. You have 30 days from the date of delivery to file a not as described return request for most categories AND 3 days for Trading Cards.
Here's what you need to do:
Open a return with the reason doesn't match description or photos.
Select the return item button on this page:

4 business days after filing the return request if the seller has not provided a return shipping label or a full refund then ask eBay to step in and help: https://www.ebay.com/help/buying/returns-refunds/ask-ebay-to-step-in?id=4701
Let me know if you need to return an item to another country as there are additional steps required. The seller pays return shipping for an item that is not as described no matter where they are located.

OP4 months agoI’ve done that 100 xs. Now it says my return has shipped. Sending the phone back without their “free” return label will cost almost $300. The seller says they sent a return label but all they sent was an address in China. I need eBay to step in.

If that doesn't work then contact customer service on social media and tell them that the seller didn't provide a valid return label. Sellers in other countries cannot provide a return shipping label. They have to send the money to your PayPal account to purchase a return label. It's highly unlikely that they will do this due to the cost.
Here's how to contact eBay general customer service.

2. Select a category that best matches your problem.
3. Answer the chat bots question by stating what you need help with. Be brief when you reply to the chat bot.
4.Type AGENT ( you may have repeat steps 3 and 4)
5. Request a call back or live chat. (Note that the contact options vary depending on the topic and staffing availability)
Monday to Sunday 5:00 am to 09:30 pm PST
Or you can also contact customer service by sending a PRIVATE message on social media. Customer service verifies your identity before responding.

Please follow my previous advice in the reply that is marked as best answer.
eBay will either force a refund or put the case on hold for 5 days so that the seller can send the $ to your PayPal account to pay return shipping. Returns to China MUST ship using Priority mail
It is highly unlikely that the seller will choose to pay return shipping so after the 5 days eBay will force a refund.
