I purchased 10 of the same item. I only received 2. Seller won't send out the remaining 8

I purchased 10 of the same item
Seller sent out 2 to me via DropShipping thru Walmart.
I already paid for 10. Received 2. Still waiting on the other 8.
Messaged the sender back and forth, and they say they processed it. Keep asking me to close the case. And they will provide a refund to me. I don't want the refund. I want my products that didn't get delivered.
I contacted the chat box to have eBay call me. Call came from Utah. Weird. eBay representative said she can help me. Said that in order for her to help me generate a request for return. I have to close the case on my end. Sounds sketchy. Why should I close the case first. Continues to ask me, if I would be okay with a full refund on seller does not respond with in 3 days. I don't want the refund
I want my items.
Seller ALSO turned around and kept the same listing on their page and doubled the price of the items I already paid. Once again, I can tell the seller orders the the stuff from Walmart and has it shipped that way to the sender.
Sketchy seller.
Open to suggestions how to go about this.
Just want my items I ordered.
I ordered 10 of the items and received 2. Still missing the other 8.

1) DO NOT CLOSE the return until you have the items or a refund
2) It may not be possible to get the seller to send you the other 8 items,
3) Are all 10 items in one order?
4) In the return case, the seller may require you to return what you have or the seller may offer to refund some or all of the price. Or the seller may send the other 8 items.
eBay can't physically make a seller ship your items, but they can get you a refund.
5) eBay has customer service in Utah, so it's typical to see that in caller ID
