I paid seller. Seller says they don’t have the item. They haven’t refunded my money.
I purchased a pair of boots from the seller and paid for them. Then I got a message from the seller stating that they don’t have the boots (they’re a big seller). They asked if I wanted a refund. I said yes and so far they haven’t done anything. I can’t cancel the order. I tried calling eBay, but they don’t answer the phone. How do I get my money back? Help!

As soon as the estimated date of delivery, as shown in the Order Details, has passed by 24 hours you can file a Refund Request.
Go to your My Ebay page >> Purchase history
If the seller does not respond after 3 days, you can ask Ebay to step in to help you.
