I paid my own shipping, but Ebay charge me for their label anyway. can i get refunded?

I sold an item and the buyer was to pay shipping. Then Ebay charged me $15 for shipping when the buyer only had to pay $8 for shipping. So I shipped it myself, and Ebay has still charged me $15 for shipping. That label not being used.

How can I be reimbursed please?
