Is this about the seller with (2) feedback that wrote they haven't received their payment? If so and you want the item not a refund, message the seller, tell them if they have not shipped the item because your payment status shows Pending or Processing, to do a google search for Payments on hold, ebay. If they do that they will get the info about the hold and how to get the funds released.
For future reference, many new or very infrequent sellers do not know about the 21-30 day hold ebay places on New/Returning sellers. The hold is not mentioned in the getting started info up front and is buried deep in all of that info. Sellers who haven't sold anything in over a year may not know that the hold is reapplied after 12 months with out sales.
What is the estimated date of delivery as shown in the order details in your Purchase History? Has that date passed already?
IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:
Go to your My Ebay page >> Purchase history
Select “More actions” beside your item and then “I didn't receive it.”
Click the box beside I want a refund.
Select Send request.
If the seller does not respond to the refund request, after 3 business days you can ask Ebay to step in to help you.
