Most issues can be handled on the web site without needing to contact anyone directly.
If an item does not arrive by the last estimated delivery date, the next day you can file an "item not received" case with eBay. If the seller cannot provide tracking that shows delivery within three business days, at that point you can ask eBay to step in and force a refund.
