I need to give my phone number and email to a seller so they can transfer license for digital assets
eBay is blocking me from sharing that info

You cannot exchange contact information until you have purchased the item. eBay will give the seller your phone #, but not your actual email address - you will be able to share that.
Be very careful - most digital items cannot be sold here. Those that can may not carry buyer protection.
