I need to contact an agent with an unusual request, and that doesn't seem to be an option anymore.
I recently had an issue where a Seller in Asia sent me a knock-off of a genuine item. Ebay was quick to issue me a refund in the form of a Gift Card, for which I am very grateful; and return of the item was not required, probably because the Seller would have had to pay the return shipping, which would have been substantial.
However, my conversation with the Seller convinces me that the error was an innocent one on his part; and, while I do think it's fair that he forfeit the item itself and the amount received for it, I do not think it is fair that he should lose the amount he paid to ship the item. Therefore, I would like to ask Ebay to reimburse the shipping portion to the Seller, by taking it from the Gift Card or by some other method.
I think this request is sufficiently unusual that the pre-programmed system cannot assist with it. I have followed suggested links, including one which worked for me last year, to reach a live agent; but this option no longer seems to exist. Can someone tell me how to reach a live agent to discuss this situation?
Thanks.

Mentor4 months ago@will-8996. That's very kind of you however it is not possible to reverse, or partially reverse, a refund.
All you can do is reach out to the seller and arrange to electronically transfer a payment using Venmo, PayPal, or similar. Not sure if those work internationally.
Also if eBay issued a gift card there's a strong chance that the refund came from eBay.
All sellers, even international one's, are responsible for their sales.
Expect any brand name item from China to be counterfeit as they do not honor copyright laws.
