I need help with a seller that is giving me the run around
I have tried ebays automated systems, but it is circular and unresolved. I am unable to get a person to help me. The ebay 866number just hangs up on me. This is so frustrating!

Found it on the internet, did you? You might have dodged a bullet. That 866 number is not eBay's. eBay no longer provides any inbound user line; you have to request a call back through the Customer Support page(s) and then wait until they call you back.
Any number you find on the internet that purports to be to eBay Customer Support is a fake. Some of them connect you to a pay for help third party ... some of them connect you to a scammer who will try to wheedle your credit card number from you, or get you to "sign in" on a fake signin page with a keystroke logger that will divulge your account security information to him. You can imagine what a thief would do with your credit in his hand.
As previous advised, state your problem here. There's a very good chance that you can get the solution from one of the responders on this board. If not, one or more of us can tell you the best way to make contact with eBay ... in fact, eburton already has.

You may be better off asking your question here to get suggestions from experienced users.
To contact eBay, use the chat assistant that you reach from the Help & Contact page to request a call back.
What options you see may depend on your particular issue and how busy that department is at the moment.
Try entering "agent" into the chat window. You may have to provide some context to reach the correct department. If you see a "Still need help?" or "More options" choice, either of those should lead to a call back option.

If you are unable to get a call back, that may be for several reasons; a location outside of North America, VOIP phone, and call blockers (personal or that of a service provider) are often issues.
