I keep getting burned on free shipping and east coast (help setting up rate table)

So I keep getting burned by Florida buyers on my free shipping. I would like to set it up so west coast buyers see free shipping and east coast see calculated based on the weight.

But how do I set this up and then put it to existing listings?

Free Shipping applies to all of the contiguous states, and you cannot charge shipping to buyers in some states and not others. You can simply switch to calculated shipping if free shipping is not working well for you, or raise your prices to compensate.
