I have three issues with my account

I have three issues with my account:

1. I'm being charged double the shipping fee for USPS labels.

2. There's no option to send feedback revision requests.

3. I can't reply to buyer feedback; clicking Reply doesn't do anything.

Is my account restricted?

1) If you are truly being charged twice, you can cancel any extra labels:

Here's how to cancel (or void) a shipping label you purchased on eBay:

- Find the item you'd like to cancel the shipping label for, then from the Actions column, select CANCEL.

- Choose your reason for canceling the label.

- Select Cancel (or Void) shipping label.

You have 28 days to cancel a label. The refund will come about 21 days after you cancel.

... Often buyers misunderstand how the buyer's shipping money comes to them and the goes out to pay shipping.

2) You can only request a revision for feedback that is less than 30 days old. You can make 5 feedback revision requests per calendar year.
