I have bought and paid for an item that I have not received.

I bought an item (a pair of sunglasses which I never received. It is saying that the item has been delivered but I have not received the item that I bought and paid for. I was in hospital after a serious suicide attempt and nearly had to have my leg amputated. I was dealing with the shock of what I did and couldn’t report in time that I hadn’t received the item. I need help because I didn’t receive the item that I bought and paid for and now I cannot get and receive a full refund because I cannot report it because it is out of that 30 day window. I need to now what should I do to get and receive a full refund for this item. How do I get help from eBay??? They won’t let me report that the item hasn’t been delivered because it is out of that 30 day window. How do I ask eBay for help with this as it out if that 30 day window from the expected delivery date????
