I have been scammed and can’t contact anyone on Ebay
I purchased a mink coat for $300. The seller stuffed mink coat in a target bag like it’s trash. I immediately noticed a tear on the neck and reported it. It’s my first time having an Issue with purchase so unfamiliar with processes. The buyer offers $80 towards the neck repair I thought this seller is acting responsibly so I accepted since it was a just a neck tear . I take the coat to the tailor, he fully examines it and we discover a large tear under the arm. He said this coat is dry and falling about due to improper care, environment conditions and aging. The owner was aware of this poor condition but stated that it was a great condition just for a sale. I’ve been trying to reach EBay which seems impossible and seller and I am not getting a response. It seems like they closed this case once I accepted the credit for the neck tear which is truly unfair since I’ve only had this coat in my possession for less than 24hr . How can I appeal this matter. I feel scammed by both Seller and EBay. I will never purchase through this site again.

< I will never purchase through this site again >
But "this site" did nothing wrong. It's "that seller" that you have the beef with. eBay performed exactly according to the rules, which are published and readily available. If the specific applicable rule isn't exactly readily available, we are readily available to help you. Face it, you blundered . . . not an indictment of you, you're new and made a common mistake that countless hundreds have made: you thought eBay would operate the way you thought it would, rather than finding out how it actually would.
I regret that you're having this problem, but there can still be a satisfactory outcome. Call the customer service department of the funding source of your payment . . . that's probably a credit card, and the phone number is on the back of that card. Be ready for an ordeal. To call the credit card c.s., you will first have to get past a phone tree, that automated filter where you have to press 1 for this or 2 for that, etc., seemingly ad infinitum.
That phone tree will be scratchy, and will skip and cut out, and will pretend it didn't hear you, and will frustrate you and make you want to pull your hair out, like that mink that's shedding. Sometimes, clicking the zero or speaking the word "agent" or "representative" into the phone will bypass the phone tree, but my experience has been hit or miss on those techniques. Sometimes it works, sometimes it doesn't. Don't give up in frustration, that's what they want you to do.
When you finally do get to the representative, you'll tell her you need to do a chargeback. Use that word. She will transfer you to the right department for that, but quick, before she gets away, ask her for the direct number to that department, so if the call gets dropped you won't have to go through that infuriating phone tree again when you call back. Good luck.

Once you accepted the repair refund, the case was closed.
You can try appealing the case here:
https://www.ebay.com/help/buying/returns-items-not-received-refunds-buyers/appeal-outcome-case-buyer?id=4039
You will want to provide new information.
If that isn't successful, you can try filing a credit card chargeback.
I'm sorry this happened.

Mentor8 months agoSince you state that your case (return request?) has been closed due to your accepting the seller's partial refund, you cannot file another case nor appeal the closed case. You willingly accepted the refund, so it is not Ebay's fault. The coat should have been fully inspected upon arrival.
You can attempt to contact the funding source you used to pay for the item. They may want you to return the coat to the seller before they compensate you.
