I have a buyer who received an empty package? The item was removed.
A pair of children's shoes were sent in a securely taped package. An empty package was delivered to the buyer. The PO stamped the package as RECEIVED EMPTY at the city of destination. How do I follow up with this complaint?
The buyer sent a photo showing the package that was delivered.

You have to refund the buyer.
If you want the package returned, send a prepaid return label.
If you insured the shipment, file a claim with the carrier.
