I have a buyer who can’t complete checkout, ebay chat will only help me cancel.
Their feedback is good, longtime member, he really wants to pay and can’t complete the process. Any suggestions? Chat will only help me cancel and not let me call an agent.

If the buyer can't checkout, then he needs to contact eBay. You cannot do it on his behalf.
What does the buyer say is preventing him from checking out? What steps is he taking? Where does he get hung up? Is there an error message? If so, what does it say?
