Normally, with "local pickup", the buyer would receive a QR code from eBay to bring to the seller. The seller must have the mobile app to scan the code or to enter the 6-digit code. That protects both buyer and seller. Ask the buyer if the QR code was sent to their email by eBay and request the 6 digit number.
If a buyer can not retrieve a QR code, or if the seller doesn't have the mobile app, the next best option is to have the buyer sign a copy of the sale to acknowledge they have received the item. If the buyer paid cash upon pickup, the seller would sign a copy of the sale as a payment receipt for the buyer.
When there is no tracking and no QR as proof of delivery, payout may be held for up to 20 days, or 30 days, to make sure no issues arise, like non-delivery. If needed sooner, you can ask the buyer to leave feedback, or acknowledge delivery and satisfaction within an eBay message, and then contact eBay Customer service to request a payout.
