I have never heard of eBay sending notifications, or error messages that tell users to clear a cache.
A cache problem is a not a bug; nor is it a problem with your account. There are problems that can be solved by clearing your cache in a browser or in the app, but that is not something that eBay would send an automatic notice for. That would be something you notice yourself, such as a page not loading correctly.
