I got scammed out of $600
So the buyer ordered an item from me I shipped it out the next day and it was lost by the United States Postal Service and they stated that they retrieved the package in the buyer canceled and received a refund and he received my package and now he won't respond to me to send me either my money or my package back and eBay is letting him get away with this scam

I’m sorry that this was an expensive lesson. When you have to issue a refund on a pricey item that is missing in transit, always request a package recall. For about $18 the package is returned to you if found, instead of delivered to the buyer.
eBay cannot force the buyer to repay the refund. You could take him to small claims court, but the expense is probably not worthwhile unless he is in the same state as you.
