I got scammed - eBay closed the case
How can I find out why eBay closed my case?
I made an offer to a seller, In the neighboring city to buy a computer. I needed the computer immediately my offer was for cash and to pick up the computer in person. The next day, the seller said he could not meet because the computer had already been shipped. The computer did not arrive at the post office for another week. By this time I feel I have been scammed. Watching the shipping status I continually ask the seller for information. He refuses to reply. Throughout the process, the post office continues to say that the package should arrive tomorrow. Tomorrow never comes 16 days after my purchase the package arrives. The computer does not work. It will not boot. eBay has closed my protest saying it cannot be reopened.
Do I have any recourse through eBay?
BTW: no labels are allowed.

Mentor2 years ago@tenanninga It sounds like you filed a not received refund request and lost the case because tracking shows delivery.
You need to file ANOTHER refund request with the reason doesn't work defective.
The eBay Money Back Guarantee over rules the sellers return policy. You have 30 days from the date of delivery to file a not as described return request.
Here's what you need to do:
Open a return with the reason doesn't work / defective.
Select the return item button on this page:
https://www.ebay.com/help/buying/returns-refunds/return-item-refund?id=4041&st=
4 business days after filing the return request if the seller has not provided a return shipping label or a full refund then ask eBay to step in and help: https://www.ebay.com/help/buying/returns-refunds/ask-ebay-to-step-in?id=4701
Let me know if you need to return an item to another country as there are additional steps required. The seller pays return shipping for an item that is not as described no matter where they are located.
