I get a message that says I get 250 free uploads of items per month,
But right now I put a few items on and it says I only have 74 items left for the month to put on free. I'm not I not understanding part of this process

How many of your currently listed items have renewed this month already? Buy it now listings renew every month and count against your 250 each time they renew. You have 703 active listings, if you create new listings before the total of new and renewed listings reaches the 250 insertion free limit they will be free.
You will have to pay the .35 for all additional new and renewing listings that month. More details on insertion free listings:

You may want to look into getting a store subscription, it may save you on listing fees if you will be regularly listing well over the 250 per month.
