If you "requested" a cancellation the Seller does not have to comply. However, if they have already cancelled then the transaction is complete and you will have to purchase the item again.
If the Seller added you to their Blocked list then you will not be able to purchase from them and will have to look for the item from a different Seller.

Well, if they have not cancelled then you will have to wait to see if they ship to you.
The date you want to keep an eye on is the original estimated delivery date. One day past that is when you can process a claim.
You are protected by the eBay Money Back Guarantee for 30 days from the latest estimated delivery date: eBay Money Back Guarantee policy
You can file a claim via the item in your Purchase History that you did not receive your item one day past the original estimated delivery date and up to 30 days after that. Follow the steps in the claim and they will lead to an eventual refund.
