I don't see the option to enroll in international shipping

Question

I recently tried to see if I could ship internationally. I went and bulk edited all of my items to not have an international shipping rule of some kind as the video i watched told me to do. I went back to look at my shipping preferences and don't see "international shipping option" like the videos show I should have. My status is "above standard" so I don't understand. Please help.

To be eligible for the eBay International Shipping program, you'll need to meet the following requirements:

Above Standard or Top Rated seller performance
Eligible for seller protections
Low or Average Service Metrics
Compliant with eBay rules and policies

The following requirements apply to items shipped through eBay International Shipping:

Items are physically located in the US and listed on eBay.com
Items are eligible for export
The cost of the order doesn't exceed $2500 USD, including shipping
Packages should not exceed:
- 48 inches in length, 84 inches in length and girth
- 44 lbs. in billable weight (not actual weight) for all countries except Canada (maximum billable weight for Canada is 66 lbs.)
