You appear to be a buyer. Did you have a return that you paid for the label? If so then the seller has no obligation to refund you for any label you purchased. If the seller was required to provide the label then you could have go to eBay to force them to provide the label. Keep in mind that if the seller refunded you then you will not be able to see any label that they may have sent and you have no obligation to return the item.
