Did the item description or photos mention or show the missing parts?
If the description or photos showed they would be included, and you used this account to buy the item with, go to your Purchase history, click on the More actions button for the item, select Return the item, then from the list of reasons for the return, missing parts or pieces. follow through to open a dispute, which will appear just above the purchase history. The seller will have 3 days to offer a partial refund or send a return shipping label. If they do not respond or offer a poor partial refund, open the dispute and click on the Ask ebay to step in button, and they will issue a refund from the seller's account and you can keep what you received.
If you bought the item as a guest read the info in the link below, and open the Get Help link at the bottom of the article.
You may also want to read the terms and time frames of ebay's Money Back Guarantee (MBG) in the link below. save or bookmark it for possible future use.
Go to your Purchase history, locate the order, and use the CONTACT SELLER link and let the seller know.
If you are using the new messaging system, start typing where it says SEND MESSAGE. The area will enlarge as you type. When done typing, click on that "paper airplane" looking arrow on the right side to send the message.
If the seller will not help you, you can file a Returns Request.
The easiest way is to go to your Purchase history, locate the item. Click on RETURN THIS ITEM because it is Not as Described. You will need to click on More to see that option. The seller will need to provide a prepaid shipping label for its return. The buyer prints out the label, affixes it to the box, and has the counter clerk scan the label. When tracking shows DELIVERED back to the seller, the seller needs to refund the buyer within 2 days. If no refund, the buyer goes back to the case and clicks on Ask ebay to step in, to force the refund.
ebay's Money Back Guarantee expires 30 days after receipt of the item. The MBG trumps a seller's No Returns policy if the Item is Not as Described. The no returns policy is only good for buyer's remorse. For those reasons, the seller can decline the return.
