I didn't get the order. I requested refund. but Seller didn't refund. Post office said they returned it to the seller. My case was closed without refund. It shows it was closed because it past 21 days. I did 't know the 21 days. I cannot contact to ebay because my case closed. What do I need to it?

Open a case through the payment processor you used to pay for the item. DO that now and do not close or let it expire without asking for further help it not resolved.
