I didn't get my order: Not sellers fault but USPS trying to deliver 40 miles away from my address
I don't want the seller to have to pay for POST OFFICE screw up . It's been out for delivery for 10 11 days now. No one notices my address to correct this error. What should happen next?

The seller is responsible for the package until delivery. He can open a claim for it after refunding you.
After the last expected delivery, but no more than 30 days after the last expected delivery date, go to your purchase history - select 'I haven't received it' and follow the prompts.
The seller has 3 business days to provide tracking that shows delivery, or a refund. If he doesn't, go to your case and click 'ask us to step in'.

That's nice of you to be concerned, but don't worry about your seller. It's up to the seller to sort this out.
When it's past the estimated delivery date shown in your Purchase History, you have up to 30 days to use the option next to the transaction to open a case for an item not received. The seller will have 3 business days to prove delivery or refund. If he doesn't, go back to the case on day 4 or before the deadline and use the option to ask eBay to step in. They will force the refund.
