I didn't get a tracking information from a seller
I don't have any tracking information as the buyer i feel how am I suppose to know when to expect my item

There should be a delivery estimate range shown at the time of your purchase at checkout. You can file an "item not received" case the next day after that range ends.
If the seller does not provide tracking that shows delivery within three business days, at that point you can ask eBay to step in and force a refund.
