·2 years agoWhat do you mean by "declined an offer on a bid"? What was the actual sequence of events?
Check the "status" of the transaction on your card. When eBay processes your pre-authorization of payment there is sometimes a "pending" transaction posted which will expire in a few days. That is not an actual charge.
