If the 2 unpaid items are in your Cart, you pay for them. You would be running into your "Open Transaction Limit" which counts items you are committed to buy (including those that you cannot pay for yet, such as bids on an auction or Best Offers that are still pending. All you have to do is pay for the ones you can pay for (in your Cart) and avoid stacking up ones you can't pay for (wait until near the end of the auction to bid and then pay immediately if you win, go easy on making offers) and you won't be using up your limits. If the error message says you can still buy items you can pay for immediately, this is what you are running into.
On the other hand 2 unpaid CANCELLATION RECORDS will prevent you from being able to bid on many seller's items for up to 12 months (and it is too late to pay for the items once the seller cancels for non-payment after 4 days). Those items will not be in your Cart, but rather you would find them in My eBay: Purchase History: Returns and Cancellations.
It is individual sellers who have blocked you because they don’t want nonpayers messing with their livelihood.
Each nonpayment strike will remain on your account for a year. You will be able to bid freely again once you have only one strike left on your account.
