I can't create a listing

I’m trying to create my first listing, but I get an error saying “You can't currently create new listings or revise existing listings. Please resolve open issues to resume selling.” It tells me to check my Messages, but there are no messages explaining any open issue. I recently added my Chase checking account for payouts and received an email confirming the update.
