Once a return is canceled, buyers cannot reopen or trigger the same return again on their own.
Here is what you can do:
Go to your Purchase history
https://www.ebay.com/mye/myebay/purchase
Select the order and look for the option to return the item again.
If the return window is still open, the option will appear.
If there is no return option, the return cannot be restarted by the buyer.
Message the seller through the order and explain that the return was canceled due to an incorrect USPS label and ask them to either:
Send you a new correct return label, or
Open a return on their end.
If the seller does not respond or refuses to help and you are still within the return timeframe, you can contact eBay support for assistance:

eBay can review the return history and advise if a new return can be created or if another resolution applies.
