I can’t appeal a return case

i recently bought a product from a seller on
ebay, they shipped the item but it’s was missing some key specifications i need so I issued a refund, I sent the item back for a refund which took soo long like a month waiting for a refund, as it was getting out of hand opened a case with ebay, meanwhile the seller sent back the pacakge after a couple of weeks instead of a refund and I immediately knew that it was the right specification without checking carefully, closed the case. Later found out it was the same item but repackaged and soo i asked ro send it back to them. I tracked it with USPS, it has arrived at their spot but haven’t issued my refund yet what can i do? I cant appeal again and the seller’s message is automated by bots would gladly get some help from an expert thanks.
