I bought a new bulb and it still doesn’t work. The buyer doesn’t accept returns but I received a defective item that I bought in good faith. Now the sleer is telling me that the item was sold “ for parts, as isâ€. The original listing does not say that. Now I am supposed to send it back at my expense and give him a good review. This seems wrong. And eBay is very difficult to navigate when trying to get help as a buyer. Any ideas?

If you want to provide me the eBay Item Number for the listing, I can give more personalized advice.
In general
You should open a Return Request. The reason could be "Damaged or Defective Item", "Missing Parts & Pieces" OR "Different from what I ordered > Didn't Match Description" if the item you got was not what was shown and described.
You can open your return request here. Just click the photo and follow the instructions.

You will be able to print a label from here https://www.ebay.com/help/buying/returns-refunds/returning-item/return-shipping?id=4066

Do not close your return request until you either have your refund in hand or you have the replacement item. Do not close it because the seller promises you something.
