·3 years agoWhile Shipping AND HANDLING is supposed to be limited to the expenses involved in packing etc. above what the carrier costs are, eBay isn't going to audit a seller to see if that is the case (eBay changed the calculation of the seller's Final Value Fee years ago to include s/h in the "Final Value" that the fee is calculated from so they wouldn't have to do so or lose money). So yes, a seller can figure in enough to cover other expenses (e.g. eBay fees) and possibly a little profit when setting s/h options.
ALWAYS shop by total price (price plus s/h plus any taxes to your location) when comparing "prices" on eBay. Sort search results by price plus s/h. Calculate the s/h (and applicable tax) into your determination of your maximum bid BEFORE you start bidding.
While checking the s/h fee to your location (from the Shipping, Returns & Payment tab of the Listing Page on the full website, making sure it is to your location including zipcode) also check the estimated delivery dates and the carrier and class of service for each option.
