I am unable to send an invoice because I get this prompt "Invoices can't be sent for eBay International Shipping orders."

If you are using the eBay International Shipping program then you have to follow the rules of the program. You cannot send any invoice for a purchase made through the program. There is no combined shipping under the program so there is no need to send any invoice.

@paul4paula The only reason you ever need to send an invoice is if you are combining shipping.

This is a work around that many sellers use>

EIS orders can NOT be combined unless you end the listings and relist the items ALL in ONE listing. You can only do this if the items are similar and from the same category.
