I am unable to get through to eBay to speak with a real human about the two fraud situations I have
The first item was sent missing 1/2 of the parts. When I contacted the seller, he said he didn’t know anything about it. He “sold it for a friend”. The second item is a knock-off and is not really made by Tumi although it was represented as Tumi. Ebay says they do not allow this. And what the heck is going on with their customer service? They promise to call back and never do.

When you receive items that you have purchased but are not as described, you are covered by the Ebay Money Back Guarantee so you can file a Return Request:

No need to speak to anyone.
If an item arrives but is not as described, then the buyer can file a "not as described" return within thirty days.

If the seller does not provide for tracked return shipping, refund the buyer directly or refund once tracking shows the item has been returned to the seller, after three business days, the buyer can ask eBay to step in.
A seller's "no return" policy only applies to "remorse" returns, not for items that are "not as described".
