I am unable to find the request payout button, any assistance will be greatly appreciated.
I have done all the prerequisites for the express pay option, but the button to request the payout is not listed.
Any ideas on what might be wrong?

If you have funds available for payout, there will be a button on your payment account home page - https://www.ebay.com/sh/fin/summary
If no funds are available for payout, you can check the processing and held funds on that same page.
