I am new to ebay selling. I received an offer on buy it now at the same price but no payment.
The buyer wanted to chat off platform. I have another offer for buy it now price. These are scammers? They have 0 by their name.

Mentor3 years agoDefinitely scammers. Scammers like best offer because they don't have to pay right away and can try to send you a fake payment notice. Never communicate outside of eBay.
You can block these specific users here - https://www.ebay.com/bmgt/buyerrequirements
On that page, also see if there is a section at the bottom 'buyer payment requirements' - it is a new function that eBay is experimenting with, so you might not see it. If you do, I would activate it, then the scammers will leave you alone.
