I am being harassed by another ebayer
What do I do? This guy keeps creating different accounts, buying small items and then leaving negative feedback. The feedback is false or embellished. He does not communicate with me via messages. How can I alert ebay of this behavior?

Use the Report Buyer link on everyone of those transactions.
You need to be in direct contact with eBay's Trust and Safety Department and have them research those Buying accounts to determine if they are "Associated", meaning something is common to all the accounts like a name, IP address, address, payment method, etc. If they are found to be associated AND you have added EACH account to your Blocked Buyer list on this page: Buyer management | eBay
you can probably have all the Neg FB removed because the Buyer is using different account to circumvent your block of them, definitely a policy violation.
As to getting in direct contact with eBay here is what we have been sharing with members, sorry you can't just pick up the phone and call them.
forum is supported by volunteer Buyers and Sellers.
We recently learned that many of the links we post to Request a call back are now simply forwarding members to eBay's Customer Service "How can we help you today?" page (link below). On that page members have to complete numerous choices before being given ways to be in direct contact with eBay. Depending on the subject, representative availability and other factors requesting a call back may or may not be possible. Chat or an email may be provided. If you get a Chat box Type “AGENT in the box. You can also contact eBay through Social Media if you have accounts there.
