Who can I contact at EBAY for a transaction on my VISA that is NOT mine ?

Have you double checked your Purchase History for the item?
Have you made any recent offers?
As already advised, if you do not recognize the charge, contact your VISA card company. They can investigate.

Mentor2 years agoIf the transaction does not appear anywhere in your eBay Purchase History in this account or any other account of yours, contact your card issuer for more details of the transaction or to dispute the transaction and get a new card number issued.
