I’m confused now
I had a customer purchased a product it was missing abducting hose. I wasn’t sure where my husband put it. I offered a partial refund because my husband was out of town and my thing says no refunds. It was an open box. The item was never used. it just sat in the basement so we sold it. How can eBay make me pay the fees to refund him if my thing says no refunds I tried to make it right but the customer was just not happy. How is that? My fault it didn’t say brand new in the box. I did offer to help fix partial refund so I’m stuck and confused

Why would the customer want the item when it was not complete? The buyer has eBay's Money Back Guarantee when he receives an item that is not as described.
Because the item was missing a part that should have been there, suggest to the buyer that he open an item not as described return. You accept the return, pay for the return shipping, and refund the buyer when the item comes back to you. The buyer can open the return using the option next to the transaction in his Purchase History.
