How to use ebay support

I have been trying to buy an item for several weeks now and Ebay won't take my visa card. Customer support chat just tells me they can't help and I need to talk to customer support on the phone and the ones on the phone are not satisfied that I am the owner of the account. They keep asking me for the information I signed up with and I need to login to find it but I have to hang up the phone to login.

What kind of Visa card is it? Some buyers have been having problems with some of those prepaid/gift cards.
