How to update an offer to a buyer
I am selling an item and I sent an offer to a potential buyer. The buyer sent me a message via eBay and after a few emails we negotiated a new price. How do I now send the buyer the updated offer for them to accept?

If you allow counteroffers they can send you one of those at the agreed price as long as the original offer has not expired.
if the offer has expired and there are more than 12 hours remaining in the current listing cycle you can just lower the item price to the agreed amount and they can purchase it outright.

When you turn Offers on there is also a setting to accept counter offers or not. You cannot just create one if you have not received an offer from your customer. If you do not have it turned on now then you cannot for the current listing. If that is the case then just lower the price as described and let them buy the item.
You may be better served if you simply list your items with the lowset price you will accept to cover your Cost of goods, eBay fees and most importantly your Profit margin. On a certain level Offers mean that your price is not your price.
