How to talk to someone to reverse a charge

I purchased an Item and the shipper did not get it out within 30 days. They asked me to be patient and now I have no ability to ask EBAY for assistance due to the 30 day rule. Is my only option to file a Credit Card Charge back?

@ndizon42 If it is more than 30 days past the last estimated delivery date then yes your only options are going to be PayPal if you paid using PayPal at checkout OR a chargeback with your bank or credit card.
